Decatur had just installed double head parking meters and this was a photo op.
I guess farmer John came to town for supplies without change.
The horse was parked in front of City Hall on N. McDonough St.

Thanks. I remember seeing a black man riding in a horse drawn wagon in the late 60s around the YMCA on Clairemont. Years later I was told that this man lived on property that fronted the rail yard a block or two behind the YMCA. Horses using Decatur City streets- Hard to believe!
